ADVERTISING directory only: flat listing subscription. No matching, no selection, no per-lead, no referral language. Dormant-until-keys AND NC counsel sign-off; the qualified-referral question goes to counsel, not to code.
Not yet live — stated plainly
The North Carolina attorney directory is built and dormant. It does not list attorneys or charge a fee until North Carolina counsel answers the brief (docs/NC-ATTORNEY-RAIL-COUNSEL-BRIEF.md) on the advertising-directory structure under RPC 5.4 and 7.2. Until then: the North Carolina Bar Association's Lawyer Referral Service (the bar-run service) and your local legal-aid organization are the established lanes for finding counsel.
