Arizona cite check

Every citation on an Arizona surface is checked for existence against the loaded corpus before anything is said about what it holds. The checker reads Arizona's own shapes — rules promulgated by the Supreme Court under its constitutional rulemaking power, statutes from the Legislature's compilation — and the cross-jurisdiction guard means a Florida, Texas, or North Carolina citation can never resolve as Arizona authority, or the reverse. The stakes are Arizona-sized: Rule 11 requires the court to STRIKE an unsigned document, and A.R.S. § 12-349 makes fee sanctions MANDATORY (“shall assess”) for claims without substantial justification — the shield is built for that world.

The hallucinated-citation problem ends the same way in every state: the citation gate runs against loaded, provenance-tracked text — for Arizona's rules, text recovered from the court's own orders with a committed, gap-checked ledger — so an invented authority is flagged before you sign, not discovered by a judge. The grammar above cannot drift from the registered prefixes: the bench pins each family to a live corpus prefix.
