The trial floor
"The district courts shall be trial courts of record with general jurisdiction, and shall have original jurisdiction in all civil, probate, and criminal cases, except as otherwise provided herein" (Colo. Const. art. VI, § 9) — 23 districts, 64 counties by the statute's own compositions. County courts hold the $25,000 line; small claims the $7,500 room; and "exclusive jurisdiction of water matters within the division" in the seven water divisions.
Above the trial floor
The court of appeals is statutory — its jurisdiction line is loaded: "the court of appeals shall have initial jurisdiction over appeals from final judgments" (C.R.S. § 13-4-102(1), read whole for the exceptions). The supreme court sits atop the article-VI structure — and designates the water judges annually. The appeal CLOCK stays at the vendor boundary: the shield says it plainly.
