There is no formatter to gate
The corpus itself ruled the served flow: no loaded Rule Change order prints C.R.C.P. Rule 8, so Colorado ships NO answer builder at all — the page teaches the order-carried clock, names 8(b) at the vendor boundary, and routes. Any future document feature is double-gated behind CO_LIVE and CO_UPL_COUNSEL_CONFIRMED; no copy edit can open what code holds closed.
Seven states, provably apart
The contamination guard proves all seven states' corpus prefixes pairwise disjoint and every Colorado registry CO-namespaced (or a CO-owned federal book). A Florida cite can never resolve as Colorado law — the test suite says so on every run.
The vendor boundary is structural, not fine print
Colorado's consolidated rulebook is the contracted printer's publication and is never scraped. The rule stack renders that boundary as its own LAYER; every computed clock carries the Rule-6 boundary sentence; and the preservation page renders an ABSENCE, ledger-swept so it goes stale loudly if an order ever carries Rule 37.
The Aug-12 bomb is armed on the board
The loaded compilation is the 2025 C.R.S. by its own currency line, safety-clause 2026 acts are ALREADY in force and absent (stated on every unit's provenance), and 437 chapters take general effect August 12, 2026 — from that date the Colorado gates redden until the wave reconciles. The overlay is public, versioned, and test-pinned.
Every number is live, cited, or refused
The corpus scale is pinned per title (fourteen exact counts summing to 15,747); the interest computer refuses partial years because the statute's words don't state a convention; the points checker marks thresholds and predicts nothing; holidays are FLAGS beside raw dates, never silent adjustments.
The neutral display
Self-represented readers see the governing text verbatim with unit links — options with consequences, never a decision verb. The judiciary's own CJD 13-01 line between legal information and legal advice is the lane marker, and it is loaded as a corpus unit anyone can read.
