CORA, in the loaded statute's words

The Colorado Open Records Act is part of loaded Title 24: "All public records shall be open for inspection by any person at reasonable times, except as provided in this part 2 or as otherwise provided by law" (C.R.S. § 24-72-203(1)(a)). The exceptions clause is part of the sentence — read part 2 whole before assuming a record is reachable.

What a traffic matter might seek

  • The officer's agency records ride CORA's own request structure — the custodian, the reasonable-time window, and the fee rules are all in loaded part 2.
  • The driver's own record lives at the department under Title 42's own provisions — loaded, unit-linkable, read whole.
  • Court records are the judiciary's lane: CJD 05-01, the judiciary's own access-to-court-records directive, is loaded wholeread it verbatim (the November 2025 amendments edition).

The boundary: this platform files no requests and retrieves no records — it shows the loaded law a request stands on and routes to the custodian the law names.
