International & out-of-state discovery (Texas)
Reaching a witness or documents outside Texas runs different rails depending on where the evidence is. Each route is shown with the authority that governs it; the choice and the comity analysis are legal judgments.
Out-of-state deposition (domestic)
A witness in another U.S. state — obtain a commission/notice under the Texas rule and domesticate the subpoena in the witness's state (UIDDA analog).
Tex. R. Civ. P. 201.2; Tex. Civ. Prac. & Rem. Code ch. 20
28 U.S.C. § 1782
Evidence in the U.S. for use in a foreign or international tribunal — a federal-court application, not a state route.
28 U.S.C. § 1782 (federal)
The Hague Evidence Convention
Evidence located abroad from a Convention country — Letters of Request through the Central Authority; the Aérospatiale comity balance governs when it is required vs. optional.
