Texas local rules are centrally published: under Tex. R. Jud. Admin. 10 (with TRCP 3a and TRAP 1.2), a local rule must be posted on OCA's TOPICS system to be effective. The statewide registry holds 2,507 documents across 175 counties (560 local-rule sets · 1,438 standing orders · 509 forms) — and a county with nothing posted has no effective local rules by operation of law. Absence here is a finding, not a gap.
